In a general sense I need to make an application has to send gps locations to the server every specified time which will then detect if the coordinates are within a given boundary (less than x less than y, greater than x greater than y). With the coordinates it should plot an overlay of a heatmap with hotzones on an image (processed every 5 minutes), and this image needs to be sent from the server and recieved on the devices.

How should I go about this? (Android studio for the application, Python for the server, and NoSQL for the database, but any answer would be helpful.)
