How do you critique all the performance appraisal dimensions that they use? What, if anything, is wrong with these dimensions, and other aspects of the measure or system? How, if at all, do these aspects relate to the email items sent to HR that follow the form and the problems they reveal?

My boss explained his evaluation to me by saying that I was making good progress on the job. He added that if I continue to show improvement, I will receive 4s and 5s like the more experienced employees do. Why am I being evaluated against older, more experienced workers?
