In my example with the meme, the program's goal is to save drowning victims. Evaluating the process is important, but if the process fails to meet the goal it fails entirely. It is very important to ensure the criteria used to evaluate the effectiveness of an agency or program is relevant to the purpose and intended goals of that agency or program (Shafritz, et al., 2023). The program fails because the first three steps were leading up to the final step which was the intended goal. It can go even deeper to include whether the program has ever saved a drowning victim or not. Was there a difference in ethnicity between those saved or not? Was there enough funding and was that funding used for appropriate equipment for this goal? Was there sufficient training provided for the lifeguard? The answers to the questions help those evaluating the effectiveness determine what obstacles can be overcome or if the program should be scrapped entirely
