In response to a request for proposals for $2,000$ Manpack GPS Receivers to be manufactured to a government specification, Herod Corp proposed to manufacture and deliver the receivers for a unit price of $$404\mathrm{.}00$ each. Each receiver included an interior power case, which the government's specification required to be $\mathrm{.}064-$inch thick. The cost of the power case was included in the unit price for the Manpack. The power case was not separately priced.
