Question:
In the history of Federalism, 1913 was a very important year. For statists and other people who believe that government CAN and SHOULD solve society's "problems," it was a very good year, but for others and certainly for the Framers of the Constitution, it's a monumentally wrong turn in American history.
As a result of the so-called "Progressive" movement, 1913 saw 3 staggering changes that vastly increased the size (budget, number of employees) and scope (areas of social activity which government regulates) of government - both of which massively expanded the government's ability to influence and control the lives of Americans in the name of helping society "evolve" or "progress" - at least according to their particular values.
1) IDENTIFY ONE of these changes and
2) EXPLAIN HOW the particular change you selected skewed the balance of power toward the federal government and away from state and local government.
