You are a junior congressman $($or woman$)$ and it is incumbent on you to draft the legislation which creates the appropriate agency.

A$.$ Explain, in basic terms, the process that will need to occur to in order for the appropriate agency to be created. Be sure to use all appropriate terminology when describing the legislation and to detail what, in general, needs to be contained in the legislation. Also be sure to name your legislation and the agency created by it$.$

B$.$ In my example, the Robotic Regulatory and Directing Division Act creates the Robotic Regulatory and Directing Division, R$2-$D$2$ for short. R$2-$D$2$ wants to pass a new rule which would require all robots to be "Asimov $3$ laws" compliant. C$.$ Years after R$2-$D$2$ is created, R$2-$D$2$ issues an interpretive ruling as to a specific provision in the Robotic Regulatory and Directing Division Act. This interpretive ruling is challenged at the administrative level by People for the Ethical Treatment of Every Robot $($PETER$),$ a political activist group supporting and lobbying for robot rights. Upon review, R$2-$D$2$ asks the court to defer to its interpretation of the Robotic Regulatory and Directing Division Act. What landmark U$.$S$.$ Supreme Court Case will R$2-$D$2$ cite to when asking for this deference? What factors $($steps in analysis$)$ must the court consider in when deciding whether or not to defer to the agency interpretation?
