Analyze this scenario from the standpoint of law and of ethics using the Ethical Decision Making: A Toolkit on pages 11 31.

(1) By 2013, a dozen states allowed undocumented immigrants to qualify for state-resident tuition at state colleges.

(2) However, a half dozen other statesincluding Arizona and Indianaexplicitly bar illegal immigrants from qualifying for in-state tuition.

(3) Then, in 2012, private donors created a scholarship fund for illegal immigrants (Dream Fellowships) at the City University of New York system.
