The problem is that there is a conflict between those on the interview panel about who should be hired.
Supervisors Carl Nugenhoffer and Betty Rubble both feel that it is best to promote from within. Note, they are connected with the union and they tend to value promotion from within but also based in years of service.
Supervisors Peter Gates and Rhonda Parsley beleive that the most important aspect is to hire the most qualfiied persons. Although they understand that seniority the union and internal experience is important, the detention center should not rule out external talent that could support the wayward youth that they serve.
Candidate #: Carl O'Grady
O'Grady is interested in relocating to Franklin City, Franklin from Lemoyne, Pa He has over years of experience as a supervisor and he specailizes in behaviora health, substance abuse counseling and he has a bachelors degree in criminal justice. Note, a degree is not required for this position. His performance reviews from his current employer "exceeds expectations" and he has received an award from Governor Spendalot in his state for his heroic efforts to deescalate a riot in the detention center.

Hovenhoffer has been in her role with the Franlkin youth detention center for years and she applied to be a supervisor. CambridgeHarvard is a postdoctorate from Harvard and has conducted extensive research on the holistic social adaptability model as a means to fulfill the requirements for her PhD in Psychology. She has not applied experience working directly with kids in a detention center but her model has proven to be very effective for reducing returns to detention and her therapueutic mileu has proven to help the wayward youth to resolve conflicts in a much more prosocial manner.
Candidate #: Fred Cucammonga
Cucamonga has been working at the detention center for years and his performance has exceeded expectations consistently. He is very good at following policies and procedures and even created a small nonprofit known as "Bikers for kids in jail"; the scope of the nonprofit is to link kids in detention to mentors out in the community to help them stay in school and stay on a positive track.
