Ask the user to enter first and last name as a single string and the year they where born. Then output a personalized license plate from the first two letters of the first name, the first letter of the last name, and the last two digits of the birth year. The license plate needs to be converted to all uppercase letters and below is a sample.

"Elon Musk" "1971"

Plate should be "ELM71"
