Josh is an 8 year old boy who lives with his parents in a residential neighborhood in Millsboro next door to Doug. Doug is a single adult male who owns a large 125 pound Rottweiler, named Muffin, who he normally keeps outside in his yard tied to a chain. The chain is fifteen feet in length and attached to a large metal stake hammered into the ground. The yard is not fenced in. On a number of prior occasions, different people, both adults and children, and other dogs have entered onto Doug's property and have approached too close, so that Muffin was able to reach them and bite them. Doug is aware of these prior incidents and that Muffin has been aggressive. He keeps Muffin chained outside so that people will stay off of his property. Doug has posted signs on his property warning "Beware of the Dog
