MasTec, a construction company, wanted to develop an online learning management system through which employees could access training and development courses. MasTec conducted a needs assessment to determine the technology and functionality that was needed to support new training programs, and to identify unique employee needs. As a result, the development team started by conducting a stakeholder analysis. This involved considering who would be involved in the needs assessment process, understanding how to partner with them, and determining what type of information they could offer.

The needs assessment conducted with employees provided surprising results. MasTec found that employees generally did not believe that training would help them perform better at their jobs. In addition, interviews with employees highlighted that they often did not have the necessary resources to perform their jobs effectively. The employees mentioned that they had been trying to work around the lack of resources by improvising and trying their best, however, negative feedback from managers had demoralized them.
