The report of the Secretariat of the World Trade Organization (WTO) tells us that "Mexico recognizes that the advantages inherent in free trade agreements are of a temporary nature and, therefore, cannot constitute a solution to manage the competitiveness of their economy" (WTO, 2002). However, the maquila export boom and non-industrial policy (León and Dussel, 2001), continue to predominate the model proposed by the current government. The most disadvantaged sectors such as agriculture and the US maquila have been visibly impacted. Donald Trump put an end to this agreement that concluded with a renegotiation and the signing of two separate agreements.
