Task: Select THREE of the MEASURES to explain, by way of the 6 stages of the policy cycle, how each of them serving one of the said PURPOSES. The selected three measures should cover at least one of the three PURPOSES. Therefore, the three PURPOSES should be included in the chosen THREE MEASURES.

There are six stages in policy-making which is known as the POLICY CYCLE 1. Agenda Setting 2. Policy Formulation 3. Legitimation 4. Implementation 5. Evaluation 6. Policy Maintenance, Succession or Termination

Under the policy of Anti-epidemic Fund 2.0, there are various measures serving the PURPOSE of a) Job Retention, b) Job Creation and, c) Job Advancement

These MEASURES include the following

b) Strengthens support for construction sector To provide a one-off subsidy to employers in the sector who have employed casual employees on a long-term basis.

c) Support for Engineering, Architectural, Surveying, Town Planning and Landscape Sectors The first group is applicable to university students studying architecture, surveying, town planning and landscape architecture, and are graduating this year. The second group is applicable to assistant engineers who complete the training within this year but still need to obtain practical work experience.

f) Matching grant scheme for skills upgrading To provide matching grants for training programmes for staff in the public and private sectors (HK$100 million).
