Your approach to the case studies is to reflect the fundamental and advance principles, concepts, theories, and practices common to global contemporary technology business and industrial management in technology intensive enterprises.
COURSE PROJECT WRITING GUIDELINES & PROCEDURE.
• Reference Page- This page(s) should be placed at end of each case study question response. Follow APA for your reference page(s). A minimum/maximum number of references is not specified.
• Font- Times New Roman, 12 point font.
• Margins- One (1”) inch margins on all sides (left, right, top, and bottom).
• Text Positioning- Align text left and intent the first sentence of each paragraph ½”.
• Line Spacing- Your narrative response must be double-spaced between all text lines.
Headings- Appropriate headings should be used to assist the reader.
• Length of Case Question & Response- There is a per question response limit of 1 to 1 ½ pages, excluding references. Total length of each Case Study will be between 5 and 7 ½ pages, plus Cover and Reference Pages. A general introduction and summary is not required. The five questions are independent of each other.
CASE STUDY 004 - MANAGEMENT OF PEOPLE
SCENARIO
Ms. Frankie Heck is the City Manager in, Lookout Texas. The city has a population of 50,000 people and
was established in 1892. The city has its own water sources and there is a city owned wastewater
treatment plant that was built in the late 1960’s when the city population was 35,000 people. Since the
building of the wastewater plant, it has undergone several expansions and upgrades over the years to
expand capacity, improve treatment methods, and to meet Federal and State EPA and waste water
treatment requirements.
Currently, there are 30 full-time employees at the wastewater treatment plant. Most of the current employees have been employed in the past 10 years and none of the original employees from the 1960’s are still working at the plant. Over the past 6-8 months there have been increasing problems at the plant. It appears the operation of the plant has been declining and has come to be somewhat haphazard. Recently the plant received a citation from the State EPA inspectors for unsafe working conditions and poor internal water sampling procedures.
Ms. Heck and her staff have conducted a preliminary internal audit of the plant. Their early finding revealed that during the past year there is increasing employee turnover, excessive absences from work, and tardiness. Additionally, more grievances have been filed by employees against first-line
supervision/management. The audit also revealed that the plant’s business office staff is swamped by
increasing paperwork and other demands on their time. This has resulted in a disgruntled office staff and has even affected, in a negative manner, their interaction with the public that come into the business office.

You are to assume the role of Ms. Heck for this case study. Research and respond to the following
questions:
1. Present a detailed process that you would utilize to determine the root cause (s) of each existing
situations/problems that currently exist at the plant.
2. Based on your knowledge of management principles and practices when and how would you
have dealt with the problems at the plant before it got to the present state?
3. Based on your knowledge and research, provide examples of how you would effectively
address the issues of excessive employee turnover, absenteeism, and tardiness.
4. As city manager, describe in detail what actions should be taken to improve the business office
staff moral and interaction with the public.
5. Based on your knowledge and research, what organizational changes would you make in order
to avoid this type of situation from happing in the future? Be specific in your response.
