To Rosalind Pollock Please accept my application for the position of Compliance Officer with the Natural Resources Access Regulator (NRAR) as advertised on the Jobs NSW careers board. Leveraging off a successful career in, conservation, emergency response and general compliance spanning over 19 years, I have demonstrated experience planning and delivering projects with respect to regulatory compliance matters, enforcement and environmental legislation. Currently employed as a Compliance Officer with NRAR and with previous experience in working on environment protection activities, I would love the opportunity to continue working with the Department in monitoring compliance and investigating environmental concerns and to work with the community to ensure the safety, wellbeing, and prosperity of all natural resources, animals, and people. I have a strong background working in partnership with local landholders and other stakeholders to contribute to land management and conservation outcomes, I possess an impressive skillset that will allow me to continue carrying out my duties as a Compliance Officer with NRAR. As a Compliance Officer I have been actively working on field and desktop audits for the Border Rivers, Gwydir, Barwon Basin and Macquarie River areas. I conduct desk-top assessment of the identified priority unapproved works followed by ground-truthing, to identify the licensing status of individual works. My initial assessments inform the likelihood of works being able to be brought into compliance through modification. Assessing also if some works will need to be removed. I liaise with DPE- Water to assist in supporting landholders with flood work approval applications and assessment of impacts and prepare final reports of my findings both on the field and through Spatial analyse. I am adept at using the rapidly expanding suite of technology such as fish finders and all relevant surveying equipment. I am currently working in the Improving Floodplain Connection (IFC) team which is an accelerated program requiring swift decision making and attention to detail. I have assessed, collated, and provided detailed reports regarding the outcome of IFC inspections to the working group for review. In my previous job as a Ranger at the Armidale Regional Council and in previous Local Councils I am responsible for overseeing the provision of timely and professional regulatory services whilst also ensuring the public is educated regarding the provision of relevant Council policy and legislation. In this role I have conducted complex investigations when required, into offences under the Protection of Environment Operations Act and offences under relevant environmental legislations and Council policies. As a subject matter expert, I empower staff by providing technical advice in the preparation of reports of offences, lay information, issue infringements and warnings and attend Court hearings in accordance with Council and adopted Standard Operating Procedures. I conduct patrols and investigations for breaches of the Companion Animals Act and Local Government Act as they relate to animal control and regulation and work in conjunction with Council's management facility. I also work as the emergency after hour's Ranger conducting animal emergency duties. During my appointment as the Armidale Animal Shelter Manager I have been responsible for running several projects, one of the projects was to develop and deliver a complete Animal Management Plan and to forward recommendations on to the Policy Officers and Senior Management. This involved regularly collaborating with other stakeholders such as RSPCA, Animal Welfare League, National Parks and Wildlife and the Threatened Species Recovery Hub to provide me with the necessary tools to make informed decisions and to implement evidence based planning. Whilst operating in this position I adopted a range of capabilities such as problem solving, planning, delegation, ensuring effective internal communication, reporting to management, and supervising the spread and output of work. While working with both internal and external clients I was aware of the need to ensure team cohesiveness and convey an encouraging, motivated and positive attitude to the parties involved in the delivery of the Plan. In order to deliver the plan in time, long days were often required. Given that I was delivering multiple project support activities it was important to time manage tasks and engage other team members to solve and share information jointly. As a result, the Animal Management Plan was accepted and praised by senior management. In my current position as a Compliance Officer with NRAR I am required to frequently collaborate with other agencies to drive goals and strategic vision. Over the past few months, I have learned a great deal in relation to the aim of the program and the direction of NRAR. I understand that the aim of the program is to speed up the remediation of removal of priority unapproved flood works across five valleys in the northern basin to maximise the benefits of the NSW floodplain management reforms. Essentially my job is to work efficiently with my team to see a 15-year program reach the same end results that this program aims to achieve in 2.5 years. As a Compliance Officer with the Australian Taxation Officer (ATO), I communicate highly technical information with companies and their officeholders regarding their rights and responsibilities under the Corporations Act, on a daily basis. I primarily deal with small companies that have failed to meet officeholder requirements. In most circumstances, these officeholders are not aware of their obligations under the Corporations Act 2001, and it is my job to explain these requirements in a straight forward and easy to understand manner that enables the officeholder to implement actions that rectify the failure. In most cases the companies involved are facing fines, which adds to the tense nature of the conversations that I have and requires the ability to build a strong rapport and diffuse what could become a confrontational exchange. When talking over the phone with officeholders I adopt the following methods, I Remain calm, friendly and helpful; Clarify what the clients actual understanding is and use this as a starting point to explain technical information; Refrain from using technical jargon or technical terms that might not be understood; Ask on a regular basis if they understand so far or need anything clarified or explained again; Use analogies or give real examples when appropriate; During my career, I have consistently administered and managed compliance projects in a fair and efficient manner. This has required working in demanding environments that require adherence to matters of strict confidentially and compliance to specific rules and regulations. The specific skills that have contributed to my success include excellent analytical and strategic problem-solving capabilities. As a result of my proven performance, I have attained numerous recognition awards, as well as earned consistent job advancements. In addition I am currently studying a Diploma in Public Safety (emergency management) and have completed a Certificate 11 in Conservation and Land Management. I have also completed several courses on biosecurity, including developing environmental management plans; dealing with environmental issues, health and safety issues; mapping and compliance. I have also completed a Certificate 111 in Animal Studies a Certificate 1V in Business and a Cert 1V in Local Government (Regulatory Services) comprising of subjects such as investigating alleged breaches of legislation and preparing documentation and representing government in legal proceedings. By virtue of my education and qualifications in conservation, project management, compliance and experience in this regard, I am confident that I am well qualified for this position.
