The policy alternatives are stated clearly, but you need a more explicit discussion of both these and the criteria you will use to compare the alternatives. (Note that ideally for Policy Analysis, you would have 3+ alternatives, but comparing 2 regions with additional criteria would work too).

2. The Policy Analysis should be based on and reference Bardach's Eightfold Path in terms of the theory. No need to remove the currently proposed theories, but please add in reference to Bardach too.

Project Design: The research that will be conducted will employ a comparative case study design in which will focus on the cities of Los Angeles and San Bernardino. The data that will be collected will be conducted through a review of secondary sources such as government reports, academic articles, research through qualitative and quantitative data and news reports. The data that will be found and analyzed using thematic analysis to identify key themes and patterns and also the Housing First model, which is a type of permanent supportive housing that prioritizes providing housing to individuals experiencing homelessness as well as providing social services and support. Each finding will be used to compare the homeless crisis in both cities in order to evaluate the effectiveness of the current strategies in place, and propose sustainable solutions.
