Not everybody went to the doctor or emergency room. Most probably did not get a test to determine the particular strain of the flu. Sometimes we just deal with estimates. This would allow us to create a confidence interval: lower bound = 43% - 3.9% = 39.1% upper bound = 43% + 3.9% = 46.9% so we are 95% confident that the true percentage of individuals that got vaccinated is between 39.1% and 46.9%.
