I'm in a Master's Level Public Service program and I need to come up with a research question. I'm hoping to get some suggestions? The instructor has given the following description:

Without a question that is focused, you will find the research process daunting. Developing a research question is an interactive process where your thinking of the research question in the policy or administrative arena interacts with your review of the literature to learn how scholars approach that question, the methods they use to answer it, and their findings. Based upon this review, your final research question seeks to identify gaps or lacunae in the research that you seek to find answers to. The research question focuses the type of research and articles that need to be included and the information in those articles/research that are of particular significance. Often when first identifying a research question, we identify a topic or a question that is either too narrow or too broad. Some background reading on our general topic of interest can help to narrow it down to a more manageable research question.
