please help my write a proposal project. Professor has allocated $10000 for the project on approval. I want to propose a project to create an online platform for certain group of students specifically majoring in Computer technology, where they can share resources and materials which will enable them to engage outside their classroom and help each other. This platform will also allow them to share textbooks, some expensive softwares, notes to be used by everyone at no cost( keeping in mind all the ethics of copyrights).

I am seeking help in how to build a proposal project as I do not have prior experience in technical writing.
