I believe that speaking with stakeholders in a clear and understandable tone is the most effective way to communicate anything. Not only any changes that may occur for scope, but any changes to the project entirely. Speaking with motivation to stakeholders is another technique I would use to ensure everyone is still upbeat on the project and the changes wont effect the progress on the project.

Question $2$

Feedback in my opinion is the solution to ensure all stakeholders concerns are addressed and being heard from the project manager. The feedback step should be included in your stakeholder analysis, providing a chance to communicate effectively with the stakeholders. Another strategy is engaging with stakeholders early on to offer their input on the respected changes to the projects scope before the change occurs or must happen or even after for future projects.$$
