In Table 9-3 of the safe URL below, when calculating hourly labor for China, should I add the Textiles value (0.62) and the Clothing value (0.43) and then divide by 2, and if so, why? Wouldn't just adding the values together give me the correct hourly labor cost: 0.62+0.43 = 1.05? Fyi, I am trying to calculate total cost of ownership.
