Problem #1 County Property Management

Green County in Pennsylvania has been going through a property reassessment project. Included in this is the computerization of all related information concerning deeds, survey plans, etc. A new property management system has been purchased. The system is one used by most of the counties in Pennsylvania. You have been hired to oversee the entire project.

There are ten assessment officers who currently work five days a week to reassess all properties. Often you are not aware of their location at any given time. They are paid by the hour and you suspect that some are not actually working the hours they say they are.

You have found that all officers are not following the same standards in their assessments. Home owners are starting to complain. You have hundreds of appeals to deal with and more are coming in daily. In many cases, homeowners were given miss-information as to the entire process. You have a stack of complaints and appeals on your desk.
