Q$.$Assuming the city mumbai has an average solar elevation of $60($ is this correct?$)$

I have a $4000$ sqft terrace $.$ I want to Place $60$ panels $(1\mathrm{.}99$ m$)$ dimensions are: $17621134$ x $30$ mm

Orientation of panel is south east what should be the inter$-$row spacing and column spacing between each panel?

$($ I know this is to prevent shading$)$ but is there any other reason? $)$ is there other factors like azimuth etc needed?

please show example as to how calculation or equation is done$($ Thank you$)$

Q$.$ What is height? Is it same as the solar elevation in this eqn?
