PMBOK Chapter 9 discusses Creating a Resource Management Plan (one chapter in your overall Project Management Plan) which should contain processes you as project manager will use to control Team performance. Focusing on any Team member whose performance has been evaluated and determined to be below expectations, your Resource Management Plan should contain specific positive methods to elevate personal performance to meet expectation. PMI notes three main modalities to address developmental needs:

Keep in mind you are developing a remedial roadmap to alter sub-standard personnel performance so please address this overarching contextual element - sending them off to college might not be the most effective first step to remediation.
