The problem that I found in Baltimore and also with the local district council was the lack of opportunity that we as a district council could offer to the residents coupled with the lack of work in Baltimore during that time. On top of the lack of opportunity was that 9 out of 10 contractors were against signing up to become a union contractor b) Draw a flowchart for the process. See Figure 2.16 on page 82 for an example. c) Construct a cause-and-effect diagram (fishbone) showing the potential causes of the problem. Your diagram should include at least four bones and eight ribs, and the causes should be clearly stated.
