Change Control, Agile Cost and Schedule Management

Some of the main differences between EVM and agile are found in the definition of scope. In traditional EVM, the scope and change controls are fixed, whereas in agile it is more fluid. In agile development, changes are expected. We have seen while learning about monitoring and controlling a project, the organization needs to have a good change control process in place. Describe the change control process within an organization. Is the process effective at controlling and minimizing changes to projects? Is the process effective at controlling and minimizing changes to projects?

I asked this question once before and it was not answered successfully. I am trying to get a deeper understanding of the concepts, so it would help if the expert knew what they were talking about. The subject matter isn't foreign to me, but I would like the individual who responds to actually discuss the topic of change control within an organization, Agile Cost, and Schedule Management, alongside the questions being posed above in a scholarly manner. I am paying for this membership to use as a study tool, and I am grateful that it exists, but only when it is beneficial to me as a student.
