[Project management] How to minimize project complication (as defined as Risk over Time) and impact (as defined as Risk over Scope) of this construction project of a theme park?
Project background (construction of general facilities in a theme park)
Inside the park near the main attractions, a number of facilities are required to cater for park administration, general food outlets, shower, change and toilet areas, and maintenance and storage spaces. A large covered eating area and entertainment stage are also to be constructed here. All structures shall be formed from bamboo grown on the island over the past two years. The theme of Volcano World is primitive and tribal, but the facilities are nevertheless modern and comfortable.
Facilities shall be fully fitted out for operation, but the scope of this project does not include provision of food or any other operational supplies needed once the park officially opens. Sewerage and waste water must be treated onsite before it is recycled for landscaping use within the park boundaries. Signage and park fencing are part of this project. Work will be undertaken by specially trained local citizens. You need to allow for connection of power from the substation to the various buildings via underground cable. All electrical work will be performed by local contractors.
A solar array will be built on the northern face of the rocky outcrop to power the park during weekend operation. Lithium batteries will be installed to provide out-of-hours supply and during inclement weather. Waste management facilities need to be installed that are capable of treating all waste onsite. Waste includes sewerage effluent, greywater and garbage only. Whatever strategy is chosen, it shall not impact adversely on the natural environment, and mitigation of waste is preferable to disposal of waste where possible. Fencing will be constructed from bamboo and include CCTV security cameras connected back to a base station at the park entrance.
A large area of land shall be devoted to a meeting area including an amphitheater for 5,000 people and an entertainment stage. Around this zone will be bamboo-constructed huts for food distribution and ample shading from the sun, comprising mostly natural vegetation and tensile tent structures also providing shelter from the rain. The stage will include permanent audio-visual systems that will support temporary additional equipment on major events.
Permanent facilities to support park maintenance personnel including equipment for landscape upkeep and repairs to infrastructure are part of this sub-project. Facilities will generally be constructed out of bamboo harvested from elsewhere on the island. Electric golf carts shall be provided for park maintenance and administration duties.
