You are employed as a Quantity Surveyor, in the city of Auckland who has been asked to provide professional cost services for a new client. The client has commissioned a student accommodation center. The project is to be built in Auckland. The center will encompass four 4-story blocks and the surrounding environment to facilitate students’ living spaces, provide well-being and recreational platforms (e.g. gym/swimming pool/sports facilities, assembly/socialization/gathering areas, group study/discussion spaces, etc.). The client expects a logical balance between the number of students this centre can accommodate and a high-level quality of life. This center will be offered to both undergraduate and postgraduate students. The client expects diversity in terms of design layouts for individual unit typologies to accommodate students of different educational levels and requirements. Rationalizing the unit numbers depends on the characteristics of the selected site and respective discussions with the architectural design project mentors. The client has expressed environmental concerns and a desire to minimize CO2 emissions from the building in both construction and operation. The key aim in this respect is efficiency in terms of minimizing waste in all its forms including materials, wastewater, time, and energy, both in construction and in use. Besides, the Client is aware of the concept of ‘Whole Life Costing’ and is prepared to evaluate the proposals on ‘Value’ rather than simple capital cost. The client has encouraged utilization of passive design strategies and trending high-tech building management features.
