You could use a trial-and-error approach to rearranging rows and columns or the rank order clustering methodology (see example posted). Hint: Please note that after clustering since you have more than one copy of a machine type, if there are any inter-cell movement, you may assign a copy of the machine to the cell to make the cells independent.
