The approach for resolving problems by analyzing requires technical aspect of a specific situation .The term or word technical is explained as knowledge involving special and practical training of subjects such as industrial, scientific and professional nature in engineering, law, management and others. Technical problems or matters use roles with exactitude , acceptance and techniques. Technicalities deal with a particular side of many sided situation, plan, directions appearance or process relating to a job or business. Indeed ,a proposed resolution for the technical aspects of imbalanced problems or situations are constrained by the non technical issues, because technicians or technocrats have no control over the none technical issues. In the same way, technicians have control over technical issues .Technical problems are addressed to help supervisors for monitoring and evaluation in order to be successful in their routine work. According to Paul Anderson, writing report about problem analysis demands a technical procedure and format with sequence encompassing introduction, methods of obtaining facts ,facts obtained , discussion , recommendation and attachments for planning report. Similarly, J Batty's book in Industrial Administration and Management 1979 stressed that analytical HR/ business problem analysis is a set of techniques that identify and evaluate area in which stakeholders are unhappy with existing situation recurring most often in organizational processes, course, staff 6 matters, customer relations, labor turnover respectively, to improve performance of operations.
