QUESTION 3 The project in Annexure 1 is resource constrained and is risky. The project team suggested providing a buffer of 10% for project activities with duration of 6 weeks and below and a buffer of 15% for project with duration of more than 6 weeks. 3.1. With the aid of the precedence table in Annexure 1, draw the Activityon-Node (AON) precedence network diagram showing the new duration after allowing for the buffer. (You are required to clearly show the following; the title of the project, the earliest start and finish dates, the latest finish and start dates; the float for each task and the legend). [15 MARKS] 3.2. From the network/precedence diagram identify the following; a. Burst activities b. Merge activities c. Concurrent activities d. Dummy activities e. Total slack [5*2=10 MARKS] 3.3. Evaluate the relevance of the critical path method (CPM) in resource constrained projects. Discuss how CPM can complement the method suitable for resource constrained projects. [6+6=12 MARKS] ANNEXURE 1: DAY ZERO MUST FALL Despite the drought, the City of Cape Town is taking bold initiatives to curb the Day Zero. To ensure continued tap water supplies, private companies have been engaged to drill boreholes at the various aquifers such as Table Mountain, Cape Flats and West Coast (Atlantis). Due to the sensitivity of the matter, the city of Cape Town has assigned the WATER PORTFOLIO special attention. After a careful assessment, the Aquifer Storage Water Tank Construction Project won the first priority. The water tanks are massive concrete structures, 10 meters in diameter with a capacity of over 5 million litres of water. Maximum waterproofing should be effected to limit leakages by installing a special frame from Germany. The works shall not include environmental impact assessment and the installation of water pumps. However, connection of water pipes at a depth of 6m, to a distance of at least 10 m from the tank is part of the project. The foundation, flooring, special frame and walls (activities B, D, E, F and H shown in the Precedence Table below) are critical to the project and have to be tested by a qualified and registered engineer. This is a turnkey project. The entire project activities are shown in the precedence table (with some unnamed activity descriptions) below: Activity Immediate Predecessors Estimated Duration (weeks) A 5 B 7 C A 5 D A, B 10 E C 10 F C 8 G D, E 12 H F, G 6
