QUESTION ONE: CASE STUDY Title: Pollution Management at KAKAT Textiles Ltd Kojo Mbah owns and operates a small textile business called KAKAT Textiles Ltd, which was inherited from his father in 2010. KAKAT Textiles operates from a premises on the outskirts of Konkonsa, a small village in the Sonka District. The company employs about 20 employees and produces 100 bales per week for the local market. The textiles production process goes through many different stages and the usage of different toxic chemicals that are usually mixed into a cocktail. Since deliveries of the chemicals are done once in a month, the chemicals cocktails are stored in huge iron metal containers. The chemicals are delivered in 40-gallon barrels, and are then poured into the larger iron metal containers. The chemical storage containers are located at the rear of the premises with direct access into a river that serves as the main source of water to the residents of Konkonsa. The leading producers of face masks in the country who needed to produce some facemask to combat the COVID 19 requested for a delivery of 300 bales of materials within two weeks. A week into the deadline, Kojo Mbah realized that they are running behind schedule and he instructed his employees to work overtime. The composition of usual cocktail of chemicals used for the production of materials was changed to a higher concentration. This was to help speed up with the drying of the fabrics after dying them. However, while drawing some of the cocktail of chemicals, an employee noticed that one of the containers had started to leak. An employee notified Kojo Mbah who decided to ignore the leakage and instructed his employees to carry on working. Two days later (a Friday), he called an engineer to repair the leakage but they could not attend to it until Monday by which time 5 days had elapsed. About a month later KAKAT Textiles Ltd. was contacted by the Environmental Protection Agency who had been alerted about a serious pollution incident in the river. They had traced the source of the chemical leakage back to the companys premises. During a site visit, an Environmental Protection Agency enforcement officer asked to examine the environmental records. It transpired that these were extremely out-of-date and contained many inaccuracies. It also emerged that in addition to the water pollution, air and soil pollution have been occurring in the area for a long time. Kojo Mbah became very angry at the constant questioning and ordered the officer to leave the premises. He then asked his employees to quickly dispose of the container that was leaking and clean up the place to hide any evidence of the pollutants. Further checks also revealed that KAKAT Textiles Ltd does not have the technical expertise to process their waste. All chemical waste are stored in a corner on the site in large concrete tanks pending disposal. There are no protective barriers around the waste storage tanks.
