Read the case and use it to answer all questions that follow. Road Rehabilitation Project Hillside is a rural farming community whose access was in serious disrepair. After much deliberation, a plan was conceived to rehabilitate this badly damaged road through a project. In addition to commuters, it would also help the farmers transport their crops to market in safer conditions, approximately two miles to the main road. The community leadership established a local planning committee with the support of the Political Representative and Social Development Commission Officer. During the budget planning exercise, the farmers agreed to donate labour where possible and the Member of Parliament (MP) would engage funds from the Constituency Development Fund. The overall estimate for the project was below the governments public tendering requirement. Therefore, there was no need for public tendering, with the promise of significant labour to be donated by the residents. The MP undertook to contract an individual with the necessary equipment to execute the more technical aspects of the project such as grading and rolling. After a series of largely verbal planning and procurement, work started with a completion time of six weeks. After four weeks of work, the contractor revealed that additional time would be required to complete the activities and additional funds were needed to purchase the remaining materials and continue the rental of the equipment that he did not own. This project was now facing problems in its execution and could become stalled.
