A chemical processing plant producing fertilizer discharges chemical waste at a rate that exceeded the limits permitted under the existing state law and thus requires treatment. Vivian is a new graduate engineer in charge of the wastewater treatment system within the plant. She is reporting directly to David, the manager of the plant. During the monsoon season, Vivian observes potential overflow of wastewater from the treatment system into a river nearby. She reports the problem to David and also proposes a few solutions to solve the problem. To her dismay, David rejects her proposal with the excuses that the company will incur additional costs to carry out rectification works and that the problem may occur only if it rains heavily and continuously for many days. David then transfers Vivian to the maintenance section so that she does not have to worry about the problem anymore.
