They do however share several commonalities that allow them to consistently continue operating with a high degree of safety and reliability. For one to achieve and HRO title the organization much achieve safety, quality, and efficiency goals by employing the central principles. HROs distribute decision making responsibilities throughout an organization. Five of the key concepts that underpin HROs are "preoccupation with failure, reluctance to simplify, sensitivity to operations, deference to expertise, and commitment to resilience" (high reliability, 2019). Preoccupation with failure allows everyone to be aware of and thinking about the potential risk of failure. The reluctance to simplify seek underlying answers rather than surface level explanations. Sensitivity to operations place a high level of value on the input and feedback from front end workers who are the closest in working with the operational processes. Analyzing the components of the core concepts, it becomes apparent that HROs rely on the culture of a deep understanding for complexity and commitment to leveraging expertise of the workplace. By enforcing these principles and fostering a new culture that embraces them. Organizations can strive to achieve a high reliability status that is crucial for industries where safety and reliability are the ultimate judging factor.
