Regarding environmental law:

Rules frequently shift back and forth with changes in administrations (although not generally by as much as during the Trump administration).

1. Are such changes good or bad?

2. Is it good for one person [the President] should have such authoritative power to change rules that have been in place for decades without Congressional oversight?

3. Since environmental protections are such a new and relatively unsettled area of the law, is it too soon to use constitutional amendments as a tool to ensure public good?
