While importance of cleaner cooking fuels for improving quality of life and facilitating social inclusion and ecological sustainability is well-recognized, success of the initiative depends on beneficiaries' perceptions about the potential benefits. Here, we examine how the beneficiaries perceive about the benefits of the Pradhan Mantri Ujjwala Yojana (PMUY), an initiative of the Government of India, which aims at providing subsidized connections of liquefied petroleum gas (LPG) to the poor households of the country. Perceptions are examined in respect of changes in standard of living and natural resource conservation. It is necessary to understand beneficiaries' perceptions about the outcomes of the PMUY, particularly for its successful implementation and achieving the desired outcomes. Here, we examine such perceptions in respect of changes in their quality of life and conservation of natural resources. Although, the governments (both at the centre and in the states) have taken initiatives to promote other cleaner cooking fuels (e.g., blogas, solar energy efficient biomass stoves, etc.), the PMUY for LPG is different from others in respect of its objectives, structure, target groups and achievement so far. It is expected that greater use of LPG would improve the standard of living of the poor households, facilitate conservation of natural resources and empower the women members of these families. Emphasis has also been given on the PMUY to facilitate social inclusion along with sustainable development in the country. This paper examines perceptions of beneficiary households about the benefits of subsidised LPG connection in respect of changes in standard of living and conservation of natural resources. The context and the very nature and objectives of the PMUY strengthen the rationale of this research. It is expected that the findings of this paper would have immense potential to provide insights for designing necessary policies and institutions. In addition to secondary data, we use insights gathered from 106 sample rural households of Odisha, India. These sample households are below the poverty line and have availed LPG connection under various subsidy schemes. Selection of Odisha has special significance as the state has large tribal population along with the problem of poverty and under development. It also lacks enough access to cleaner energies, especially in the remote areas. Households responses are ranked as significantly better, reasonably better, marginally better, no change as such, and no response. It is evident that majority of the respondents (around 77 percent) perceive only marginal or no change in standard of living. Importantly, a large proportion of the respondents (around 75 percent) perceive that LPG connection has helped in conservation of natural resources either reasonably or marginally. Based on primary data and information collected from five villages of the Puri district of Odisha, it is found that beneficiaries perceive only marginal or no change in standard of living after LPG connection in India. Further, the estimated limited dependent variable models show that such perceptions depend on household heads' education, subsidy on LPG and changes in firewood use. However, occupation or household income does not have any significant impact on perceptions.
