According to Newcomers (p63), a logic model is a practical tool that provides an advanced design evaluation study and measurement performance of systems. It helps staff, managers, and evaluators identify what matters and prioritize essential elements of the program, what evaluation questions should be asked, and why performance measures are critical. Managers, staff, and evaluators should use a logic model to evaluate a program during its design phase after it has ended or at any other point in its life cycle.

Programs are not linear, but they are dynamic, focused on expected outcomes that benefit stakeholders. Therefore, the biggest challenge is connecting the outputs with outcomes, we are assuming that those inputs, activities, and outputs will boost and create an effect on our outcomes, but there is just an assumption. Therefore, we need to consider internal and external factors that may affect the expected outcomes. Also, we have to consider if we are working towards our goal or not.
