The Constitution allows for each state to decide on how it wants to enforce gun laws. Since the 2nd Amendment guarantees a right to bear arms, states cannot restrict their ownership. They can regulate such areas as background searches, age limits to own and carrying a concealed weapon.

Many states, including California, allow the carrying of a concealed weapon with a permit. Usually issued by the county sheriff after a background check and a credible reason to carry a concealed weapon. Some states require no permit, it is allowable to anyone in the state, usually over a certain age limit.
