TruBus Limited is a passenger transportation bus manufacturing and servicing company based in Bloemfontein, South Africa established in 1950. Their core business is about manufacturing and maintenance of long and short distance road passenger coaches. In 2020, the company adopted a new strategy called Africa Penetration Strategy. This was informed by the realisation that, in the past 40 years, they have not produced new fleets for local and international markets. Secondly, the emergent of the aggressive China's Emerging Africa Strategy in all sectors, presented a need for management to develop new strategies in order to remain relevant. A new product development department was then formed and tasked with a responsibility to undertake strategic research and development programme in order to produce new, competitive, cost effective, available, and reliable African Road Passenger Bus Coaches. During the January 2023 review meeting, the Chief Executive Officer announced that the company has secured a potential deal with the Republic of Angola to build 10 new bus coaches at cost of R50 million fixed contract, with a nonnegotiable final delivery of the last coach in May 2025. The final contract will be signed off in March 2022, the project start date is 01 April 2023. TruBus Ltd. will have five months to plan and setup and or upgrade their production line. This will be followed by delivery of one coach every two month until all 10 coaches are delivered. Initial payment of R10m will be paid upon signing of the contract. Followed by R4m payment per coach delivered as per the delivery schedule. The Director of product development division stated that the prototype built is in progress, to be completed in August 2023, structural integrity testing to be completed in October 2023, final approval by the regulators to be completed in December 2023. Then hand over to production in January 2024. Senior managers in charge of operations feared that the new strategy will have a huge negative impact on production. The production line is experiencing serious delays, with little time made available for planned maintenance, upgrade to cater for new projects. Currently they have a ten-month backlog with a beat rate of 1 coach every two months. In order to cater for the new project, can manage to deliver one coach every three month, once the backlog has been cleared. This is due to the fact that must share resources with the existing production workload. The CEO requested that you as the head of project management to develop an integrated plan to address all the issues within 30 days. The plan must incorporate the existing production works, as well as the new Angola Project, most importantly how resources will be optimised, before he can commit to the client.
