They reported the matter to the police. First, police thought that Peggy was kidnapped because of a ransom note found with her mother. For this reason, police did not search the house seven hours after the family called 911. The first responding officer was investigating a case of kidnapping. Police did not open the basement door, so they did not see the murdered body of the girl. Believing the case was a kidnapping, police sealed off Peggy's bedroom door with yellow crime-scene tape to preserve the evidence her kidnaper may have left behind. But they did not seal off the rest of the house. The victim's father, John Kweso, discovered his daughter's body in the basement, covered the body with a blanket and carried her to the sitting room. Once the body was discovered, visitors and police stayed close by and were allowed to move freely around the house. One friend even helped clean the kitchen, wiping down the counters with spray cleaner.
