Right to work legislation allows workers to make their own decisions about joining labor unions, pay dues and be represented by the union. Agency, preferential and closed shops offer collective bargaining on behalf of the worker, and remove individual pressures on issues such as wages, hours and working conditions. Potential advantages of Illinois becoming a right-to-work state include balanced access for union and non-union employees and organizations access to compete for jobs that would have otherwise been dominated by the union. Quality of work may also be impacted by a more flexible market as jobs are less likely to be protected by unions. Right-to-work states also allow organizations to control the rules and procedures that govern their organization. Disadvantages include lack of representation for employees, potentially lower wages and lack of organization within a union.
