Shari does not have enough data to complete her research project. She sees that her results will be statistically significant if there were a number of additional participants responding in alignment with her hypothesis. Shari decided to create the extra survey responses she needed. In the scheme of things, what she creates is a small percentage of the overall number of completed surveys. No one else is involved. Shari adjusts her results and reports her findings in an article she submits for publication.

Should not be published since her work is dishonest and misleading, and therefore unethical. 

Should be published because the results really will have no impact in the field.
