I. Design and implement the program $($using a genetic algorithm$)$ as specified above.

$2.$ Your program must read problem instances from a file. The file will have, on each line, a comma separated list of numbers that specify how well that individual performs the task. So the lines in the file represent an individual and each line has the list of numbers for that individual. The file will not have column and row labels.
