$1\mathrm{.}2$ Does operational strategy cascade down from the NDP to what your provincial government does? If not, why not? Pay attention to strategic issues and the appropriate level at which they should be addressed.

$1\mathrm{.}3$ Consider the annual reports of your provincial department. To what extent are the goals of the NDP being achieved? Describe how success is being achieved. To the extent that success is not being achieved, describe how it could be achieved, and what changes you would make to the strategic plan in order to achieve success. Pay attention to success and failure factors of strategic planning. Also draw attention to how the success factors will deliver public value.
