Trevor Shinn The Council Member and the Detective Jack the council member is a long-life resident of the city he serves. He grew up in a high-end neighborhood within the city and attended the local schools all the way through high school. After he attended college, Jack returned home, resided with his parents, and eventually began to run a family law practice. The detective also grew up in the city, attended school with Jack where they became acquaintances and even worked for the city's Parks and Recreation Department as summer camp counselors and youth coaches. The detective joined the city's police department after serving in the military and is well thought of within the department. Jack being in his 40s took an interest in the city's politics and was eventually elected to a seat on the city council. It is also worth noting that Jack announced that he was homosexual shortly after elected into a council seat. The ethical dilemma was sprung by the suicide of a young man in his late 30s who also lived in the same high-end neighborhood as Jack. The families were friends and Jack would often watch after the younger boy as they were growing up. The suicide occurred in the home of the deceased who was living with his parents. The detective was called to the scene to investigate the death of the man. The detective discovered a journal of the deceased that had several entries of descriptions of sexual in nature relationship between the deceased and the council member. The events described in the journal began when the deceased was 16 years of age and Jack being an adult. It was apparent from the entries that the relationship was consensual and ended at the suggestion of Jack. The journal also revealed that the deceased had a long drug addiction and was suffering from depression. After interviewing the family the the homosexual relationship he had with the council member. The detective did not divulge any information at this point. Jack the council member contacted the detective and asked to meet with him "off the record". The detective agreed and the two met. The council member was very straightforward and told the detective he was sure that the detective was aware of the past relationship he had with the deceased. The council member insisted that the past relationship had remained a secret. The detective shared with the council member that there was a journal and pictures. The council member suggested for the detective to let those remain silent (go away) and the facts of the cause of death be the focus of his investigation. The detective did not make any promises to the council member and told him he did not know what direction he would be going but not to contact him any further on the matter. The detective recognized that the council member's past relationships with the deceased could have serious legal and social backlash for the council member. The next day the detective's sergeant called him into the office. The sergeant is also very friendly with the council member. The sergeant told the detective that the council member spoke to him as well. The sergeant tried to explain to the detective that there would never be enough to bring criminal charges against the council member; it would only cause shame to the deceased's family, embarrassment to the council member and the city. The sergeant suggested that the best course of action is to remain silent and remove the items not related with the actual cause of death of the deceased from the case file. CONCRETE IDEAS A concrete company has grown to prominence over the last couple years. Unlike their competitors, this concrete company is able to make mass amounts of good quality concrete with a new plastic. This has resulted in a high approval rating along with insanely high profit margins. The investors of this company are elated, and the company has started to get large amounts of press and with it has come many individuals buying stock in the market. However, the concrete company is settled right near the major St. John's River. This river is a prized possession of the city of Minshewville and is also a major source of water for many fish and drinking water in Garden county. Over the last couple of years there has been an increasing amount of toxins in the river. Algal blooms are very common and are not only destroying the natural wildlife in the river, but also making the water purification process that much more expensive. Individuals that are living right on the river have started to complain about the smell and how the pollutants are destroying the beauty of the river. These people have paid extra money for the view and getting increasingly upset, and are putting pressures on the governor of Minshewville to make changes. In a private investigation, the governor and the local environmental agency traced the pollution to the concrete company. It was found that their formulation was releasing a toxic byproduct into the river. The CEO was approached, and he stated that while they were aware, the success of the product was dependent of the business, and the effects would be similar to them going bankrupt or shutting down, in turn putting nearly a thousand workers out of business. The governor is conflicted. His re-election is coming up soon, and how he handles this is going to impact if he is able to retain his position. The Riverfront Homeowners Association holds some of the wealthiest individuals in Minshewville. In the past these individuals have not only supported him via votes but they have also donated to his campaign. If the governor chooses to shut down the operations of the concrete company then he knows he can retain their vote and he might also get extra funding The local environmental agency is aware of the private investigation. They are threatening to leak the information to a local media channel, if the governor chooses to do nothing about it. The CEO has made it clear that if this information is given to the press, then the multiple stockholders and investors would definitely lose their contributions. They would lose their money, and the workers would also lose their jobs. In exchange for the governor's support, the CEO has guaranteed a million dollars to be donated to the governor's reelection campaign, a negotiated price for the use of the concrete in local projects, as well as the support of all company individuals. If the governor continues to keep the operations of the concrete company, he will have to pay at least half a million dollars to the water treatment plants in order to continue giving safe drinking water, currently the city is low on funds as there has been a recent project to build more interstate highways.
