The article supports the notion that transformational leadership and emotional intelligence are crucial skills for effectively implementing healthcare system reforms. The results indicate that an executive director of such a healthcare organization is more likely to embrace a transformational leadership style the higher their emotional intelligence quotient. It was proposed that this leadership style is linked to beliefs about organizational justice, which are related to various constructive leadership practices. What makes management so unique in the healthcare field is that employees' work satisfaction increases in direct proportion to how much they believe their ED is employing TL (Rinfret et al., 2018). The less worried and worn out, the more self-motivated they are about their task. According to the final model, transformational leadership and emotional intelligence correlate favorably. Their findings demonstrate that workers are more likely to identify an ED with transformational leadership when they perceive a higher EI among EDs of healthcare organizations. In keeping with other studies that linked TL to the impression of organizational justice, employees view changes to be executed equitably in their organizations the more they believe their ED adopts a transformational leadership style. Therefore, as several academics demonstrate, employees' adoption of desirable organizational behaviors depends critically on their impression of fairness during the change management process.

Furthermore, the article emphasized creating public value; it was essential for directors to exert strong leadership and to use the planned transformation as a rare chance to remobilize the personnel of the system. Additionally, the article demonstrates transformational leadership approach is suitable for Quebec's healthcare industry, which has been undergoing constant change since its creation in the 1970s. Finally, it raises the possibility that the effects of the EI- TL relationship may also reduce employees' emotional exhaustion. However, this characteristic, which seems to impact the high incidence of work absences seen in the healthcare industry, should be the subject of further study.
