The First Amendment to the U$.$ S$.$ Constitution $(1791)$ says, among other things, "Congress shall make no law $...$ abridging freedom $...$ of the press $..."$ Imagine that, in $2015,$ Congress enacts a statute making it a crime for any newspaper to publish any article that criticizes the President of the United States or any member of his$/$her administration.

If the Providence Journal$-$Bulletin publishes an article in $2021$ calling the President "a liar and a fool whose policies are destroying the country," can the government prosecute the paper for doing so$?$
