The largest population of homeless people in Sacramento was men.  Some of them were clearly mentally ill, and many were substance abusers (a condition which led to their situation), but surprisingly most of the men chose the transient lifestyle.  I found that a good number of these men had family support nearby, some were plugged into some sort of public assistance, but many seemed to be 'adult runaways'.  We found that some of these men were not from Sacramento, but had migrated here from other counties.  I should note that none of the men had children with them.
Although there weren't many women that I ran into, the few that we found had circumstances similar to the men.  The women that were with children were typically plugged into transitional housing and sheltered.  Many services were available for these women and their children and these families usually did not remain homeless for long.
