The plan must include the primary elements (i.e., Management Commitment and Planning, Employee Involvement, Worksite Analysis, Hazard Prevention and Control, Safety and Health Training) necessary to implement a positive safety culture continuing to strive to achieve zero injuries, zero incidents, and elimination of at-risk behavior. Each of the primary sections must contain and utilize the OSHA Best Practices, CII Safety Handbook Best Practice/Elements as applicable.
